Government approves Minister for Health’s proposals to prohibit the sale of disposable vapes and regulate future nicotine products
The DHF welcomes the announcement that the Minister for Health, Jennifer Carroll MacNeill T.D., has secured Government approval to publish the Public Health (Single Use Vapes) Bill 2025 and progress it toward enactment. The Bill will introduce a ban on the retail sale of single-use or disposable vapes.
The Minister has also been approved to develop legislation prohibiting the sale of other nicotine products—such as nicotine pouches—to minors. This forthcoming law will additionally ban the advertising of these products in all retail settings and prevent their display in mixed retail outlets.
Importantly, the legislation will be designed to cover both existing and future recreational nicotine products, ensuring a strong and adaptable regulatory baseline as the market continues to evolve. These new measures will be incorporated into the Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill, which will regulate the appearance, packaging, flavours and display of nicotine inhaling products.

“My priority is the protection of our children. The measures approved today will reduce the attractiveness and availability of current and future nicotine containing products for our young people. Taken together, these laws form a suite of measures to shield our children from the promotion and sale of these products and to allow them to grow up free from the risk of developing a nicotine addiction. Working with my colleague, Minister Murnane O’Connor, we will continue to develop plans to do whatever is necessary to accelerate our progress toward ending smoking here.
